The CRES Amateur Radio Club held a dinner meeting at Donatos Pizza, Brice and Livingston, Reynoldsburg, OH, on 20 February 2002. The meeting was called to order by President Mike Stansbery/WD8EBS at 6:30 PM. The following people were in attendance: K8ON, KC8HIH, K8TX, K8KJ, WA8LBZ, W8ERW, K9RV, K8RSP, WD8EBS, NV7X, KD8ZG, KD8BJ, WB8ABE, and KD8WK. The first order of business was to approve the Club Constitution, with changes recommended by the Executive Committee from their January meeting. The new Constitution, and a list of the specific changes, were disseminated via email to the membership for review at the first of the month. The Secretary read the specific changes at the meeting and they are appended to these minutes as well. Under the current constitution, only paid members and "retirees" could vote. A motion was made by K9RV and seconded by K8ON to approve the new Constitution and it passed by the unanimous consent of those eligible to vote at the meeting. One of the changes in the new Constitution eliminated the exemption from dues for "retirees". A motion was made by K8KJ and seconded by K8TX that dues be set at $10 annually for all members. The motion carried unanimously. An email note from Immediate Past President Gordy Lashley/WD8CZG, who was unable to attend the meeting, was read and discussed. Among other things, Gordy has requested we make a $25 donation to qsl.net, where our Club home page is maintained, as has been done in the past. However, we now also get remailer support from elektro.com, who furnishes us the w8zpf.cmhnet.org domain, and they would be willing to allow us the space for a home page there if we desire. However, we do not know if qsl.net provides special services or programs to Gordy to help him maintain our facility there. In the end, a motion was made by K8TX and seconded by KC8HIH to empower the Executive Committee to investigate and take the action they deem appropriate with respect to making a donation to one or both of these entities. It was reported that the Sunday evening nets have been a success with about half a dozen people checking in every Sunday. We may try holding a net at another time for the benefit of those who cannot join us on Sunday at 9 PM. In any event, there will definitely be a net this Sunday. It was also noted that several members would like to see the Club meetings held on nights other than Wednesday. Al Mecozzi/WA8LBZ observed that in other clubs, having a fixed meeting day worked best, but the Club agreed to take the requests under advisement and perhaps try another meeting night to see if it drew members not normally seen on Wednesdays. Art Grandle/KD8ZG announced that our next VE test session will be Saturday, April 6, at Parkview Presbyterian Church in Reynoldsburg. VEs will meet for breakfast at 7:30 AM at the Bob Evans at I-70 and Brice. The exams will commence at 9 AM. WD8EBS indicated Field Day would be June 22-23. Put this date on your calendar and let Mike know if you are interested in coordinating the event. We will approach Celistica about using the back field as we have done in years past, but will select another location if it becomes necessary. Although it was not reported at the meeting, the Treasurer would like to enter into these minutes that we currently have $899.45 in our checking account and $31.44 in our petty cash account. In addition, $110 in dues were paid at tonight's meeting and these monies will be deposited into our checking account. We currently have 13 members who have paid 2002 dues: KD8BJ, WD8EBS, W8ERW, KC8HIH, K8KJ, WA8LBZ, K8ON, K8RSP, K9RV, K8TX, KD8WK, NV7X, and KD8ZG. The meeting was adjourned at 7:00 PM after which an excellent and educational talk about PSK31 was presented to the membership. The material was compiled by Jerry Scott/K9RV, and presented by Art Grandle/KD8ZG and Dave Woolf/K8RSP. [ And, thanks to Art's patient explanations, the Secretary finally understands the concept of frequency aliasing of the audio PSK31 signals into the RF domain. -- thx Art! ] Rather than sending the new Constitution via the exploder, please refer to the following URLs if you would like to see or acquire a copy: =-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-= Changes to the Constitution and Bylaws approved 20 Feb 2002: Constitution: - Entire document - References to "the CRES-ARC" changed to simply "the Club". - Entire document - References to "InterWorks Coordinator" changed to "Contest Coordinator". - Entire document - References to "Lab Manager" changed to "Equipment Manager". - Article I - Added a new definition for "CRES" and a sentence that the Club shall also be known as the "W8ZPF Amateur Radio Club". - Article II - Rewrote section to (1) remove reference to "employee", (2) changed "maintain Club Laboratory" to "maintain a Club Repeater", (3) elided "civil defense" from section on providing emergency communications, (4) added socializing purpose. - Article IV Section 4 - Added clarification of one-person one-vote regardless of number of offices held. - Article V Section 2 - Remove provision that retirees are excluded from having to pay Club dues. - Article V Section 1 - Remove language which calls for the preparation of an annual budget. - Article V - Reverse the order of Section 1 and Section 2. - Article VI Section 1 - Change regular meeting schedule from once-per- month to "at least once per calendar quarter".
